About Ellis & Associates
Ellis & Associates is not just an advisory firm. We are a governmental affairs and business development engine built on something most consulting firms can't claim: real-world experience inside the agencies, missions, and systems we now help clients navigate. With over 75 years of combined experience across law enforcement, corrections, emergency management, and technology integration, our team understands how government agencies fund priorities, run procurement, and make adoption decisions.
We drive growth, access, and real outcomes across the public sector market — serving clients in Michigan and across the nation. From state capitals to federal agencies, our reach extends wherever our clients need results. We don't over-promise. We tell you what's possible, map the path to get there, and do the work.
How We Work
We start by understanding your goals, your challenges, and the landscape you're operating in. No assumptions, no generic playbooks.
We identify the right stakeholders, decision-makers, funding streams, and regulatory pathways specific to your situation.
We put our relationships and experience to work, opening conversations, advancing your position, and keeping you informed every step of the way.
We consider ourselves successful when you do. That means staying involved, staying alert, and making sure the work we do together continues to deliver.
What We Do
We monitor shifting legislation, changing priorities, and leadership transitions so you never lose ground. Working alongside trusted lobbying partners at the state and federal level, we engage key decision-makers and advocate for your interests with credibility built from decades inside these agencies.
We expand organizational reach across markets, jurisdictions, and ecosystems through structured engagement, scalable growth strategies, and high-value opportunity identification. By aligning public and private sector stakeholders, we unlock new channels, accelerate adoption, and position organizations for sustained national-level growth.
We provide executive-level guidance and relationship support to help organizations navigate complex environments, align priorities, and drive meaningful results. Through strategic insight and stakeholder engagement, we connect vision to execution and build strong partnerships for long-term success.
Who We Work With
Your product solves a real problem for law enforcement, fire, EMS, corrections, or emergency management. The challenge isn't the technology — it's navigating how agencies buy, what they prioritize, and who controls the budget. We help you get in front of the right people, aligned with the right funding streams, at the right time.
You have a product that government agencies need, but breaking into the public sector is a different game than the commercial market. Procurement cycles are long, decision-making is layered, and relationships matter as much as specs. We help you position for contracts, secure endorsements, and build the credibility that moves government buyers.
You're trying to get safety legislation passed, secure grant funding, or build partnerships with school districts and universities. The path runs through state government, and knowing how to navigate it makes the difference between a proposal that sits in committee and one that becomes law. We help education-focused organizations move from idea to outcome at the state and local level.
Your members are counting on you to protect their interests, shape policy, and make sure their voice is heard in Lansing. That requires more than showing up to hearings. We help associations build ongoing legislative relationships, respond to regulatory threats, and drive the policy outcomes that matter most to the industries you represent.
Your technology is ahead of the policy curve. Legislators and agency leaders may not yet have a framework for what you do — and that's both the challenge and the opportunity. We help emerging tech companies shape the conversation, influence early policy decisions, and establish credibility before the market is fully defined.
You have a solution that could improve outcomes for first responders, corrections officers, or government employees — but the people making procurement and funding decisions don't know you exist yet. We help behavioral health and wellness organizations break into government markets, align with state funding initiatives, and build the credibility needed to become a trusted partner to public safety agencies.
